Template tab in O365 not showing up (SPO)

So I’ve followed countless tutorials and have done everything they said, but for some reason I don’t see the tab that has the templates in my ProPlus applications. What could I be doing wrong?

CDN is enabled, the libraries are set up, my proplus is up to date (1908 semi-annual)… I’m baffled that it’s not working.
